Yup - the primary D of Ed contact is Holly Hyland. Holly presented this about 1 year ago at an XML.gov meeting[1]. It was created by Accenture, and conforms (I believe) to v3.0 at least in part, if not completely. All in-house code.

All looks very promising...the right ingredients appear to in the mix.
