I am not sure what references you are referring to. The reference in
Mary's e-mail announcement is a non-normative reference to our TC home
page.

Kathryn, As we go through this process of Public Review. I have a Errata
type question. If this is a non-substantive document, why would you have
normative references? I don't see this addressed in the TC process. [2]
