Leave current name attribute as is. It really should be renamed to id but that would be painful incompatibility. Add a new sub-element with cardinality of (0..1) called Name of type InternationalString. Issue:
Is it confusing to have attribute with name "name" and sub-element with name "Name"?
If so how to fix
Rename name attribute to "id"?
Use "Label" for name of sub-element?
Suggest use of "Preferred Label" for name of sub-element .
Reason= this is similar to the approach used in specification for standardizing SKOS and Thesuraus

as being much faster to parse - easier to extend - and leaves the door open for ValueListItem to have the ##any content model - so people could optionally associate other markup if they need.
