[Action] Committee Draft approval proposal

Dear colleagues,

We need to start planning for final review and approval of the RegRep 4 
cd1 draft spec bundle later this month.
Our meeting on September 27th, 2008 will fall on Thanksgiving holiday in 
the US. Given that many participants are US based I expect we will not 
meet that day. Our meeting tomorrow is on a day when Nikola and possibly 
Oliver are traveling.

I would like to propose that we hold a special meeting during the week 
of September 17, 2008 with the main agenda of approving the draft 
specifications as TC approved Committee Draft.

Here is what the OASIS standards approval process says:

*3.1 Approval of a Committee Draft *

The TC may at any stage during development of a specification approve 
the specification as a Committee Draft. The approval of a Committee 
Draft shall require a Full Majority Vote of the TC. The TC may approve a 
specification, revise it, and re-approve it any number of times as a 
Committee Draft.
"

Here is what I propose to get to approval of Committee Draft:

    * This week, we choose a date during the week of September 17, 2008
      to hold a special meeting when *all* of us can attend
    * We raise any outstanding issues until COB Friday September 14, 2007
    * I distribute regrep4-cd1-draft8 addressing those issues by
      September 15, 2008
    * We meet on our chosen date for the special meeting and hold a
      voice vote to approve the final cd1 draft spec bundle as Committee
      Approved specifications

<ACTION>

We need to act on the following actions in decreasing order of urgency. 
Please try and respond to first two items today ASAP so we can finalize 
the plan.

    * Please comment on above proposal ASAP
    * Indicate what times between 11AM - 6PM US ET you are *not
      available* during the week of September 17, 2008
    * Please comment on any issues you wish to see addressed in
      regrep4-cd1-draft7
