Also NIEM.gov approach with their NDR - offer a good framework.  The OASIS EDXL HAVE schema adopt this approach.

We could definitely look to imitate that - where we expect an import of an explicit EXTENSIONS.XSD file - where implementers can localize these needs - but then much more importantly have those localizations clearly packaged to share for interoperability purposes.
