FYI, I created this issue today. I do not expect we will address it in 
version 4.0 though unless someone has some breakthrough ideas on how to 
address this seemingly complex issue.

We need to allow a regrep client to:

1. Locally cache data from server when network is available 
2. Have almost all functions work with locally cached data when network is unavilable
3. Sync changes to locally cached data with server when network is available again
