I don't think so. Imagine you extended XML so that you could say <!ATTLIST function name ID #SYMBOLSPACE functions #IMPLIED> i.e. when you declare something as an ID you can also identify a symbol space. This would give you multiple key symbol spaces, but wouldn't give you scoped keys.
