This looks like a bug.  I think section 4 needs a new subsection.  The
default should be "token" in the builtin datatypeLibrary.  Thus the new
subsection should come after section 4.3, and should say that if a value
element lacks a type attribute, then a type attribute should be added with
value "token" and a datatypeLibrary attribute should be added with value ""
replacing the existing value of the datatypeLibrary attribute.
