I proposed to allow XML 1.1 in ISO DSDL in the last SC34/WG1 meeting. WG1 also finds that an XML document using XML-1.1-but-not-XML-1.0 name characters can never be valid against a RELAX NG schema. This is because the RELAX NG spec defines local names as "a string representing the local name; this string matches the NCName production of [XML Namespaces]" Without publishing a new version of RELAX NG (and chaning existing implementations), ISO/IEC cannot change this sentence. I propose that this TC address the XML 1.1 issue when a future version of RELAX NG is created. I believe that this cannot be addressed by an erratum.
