Title: Updated Schedule and RLTC Requirements Request Document

Hello All:
I have discussed this change with Thomas (Spec Team) and came up with the following so that the impact is minimized.

1. The Gathering Process is now extended to Aug 7.
2. Categorization and Disposition will occur by Aug 21.
3. The SC Draft will be released by Aug 28.
4. The RLTC approves the SC Draft during the Sept 4 General Body Meeting.

In order for this process to work, we must have a running Requirements Document so that the Spec SC can view the progress and begin the development of the CRs. We cannot go from nothing to everything on Aug 28. I would also expect the RLTC General Body to review the in-process work to prevent major changes from the Aug 28 and Sept 4 versions.

Items still needed to be integrated:
1. Dates for the next F2F

I have changed the dates accordingly in the Requirements Request document. I have placed a Final on the document based upon our decision to add more time for the Requirements process and our decision to accept the wording of the document.

I will post these documents to the General Body list barring any other input on Tuesday, July 2.
