[rights-requirements] Comments on REQ draft

Oops, nearly forgot to ACK the notice of 08-Jan-2003...

I have no additional comments on the Requirements document at
this time, beyond what has already been elaborated by others,
or communicated personally in the past.  Any reservation or
objections relate principally to TC process, narrowness of the
supported business models, and constitutionality
(charter + current REQ doc).  As an individual member, I'm
not representing any formal corporate constituency.
