finally been agreed that comments can be made until September 15, 2003.

To be fair, let me inform you that, according to the transmission mail I got,
not everyone's comments have been accepted and that in some areas the
consensus is still incomplete in the version hereafter sent for final comments.

It has been indicated to the members of the group that it is hoped they could
accept this report as it now is. Communication from at least a member
indicated willingness to have modification/clarification added.
