This is great. Little nits I noticed:

2.1 redundant references to RFC2119 (it is referenced properly in 2.2 below)
In 4.0 and 5.0 we refer Cloud Management. I don't think we should necessarily constrain ourselves to just management at this point and should make this text broader right now just so we don't fall into that trap without deliberation. The SIS Cloud use case makes nice points about business-level Syndromes, for example. To me, the SAF use case is compelling because it bridges the business and management domains. You could do either domain by itself without SAF possibly, but the cross-domain bridging (ie: through iteration and escalation of Syndromes in a Syndrome catalog) is a unique SAF advantage.
