Yes, thanks Vivian. I agree that for our super-short elevator speech we should settle on:

 

“SAF is a catalog-based, knowledge framework that enables both problem remediation and optimization of the operational and business characteristics of complex systems. The framework has applicability to both IT domains, e.g., cloud computing, service management, governance, and security as well as non-IT domains, e.g., energy, eGov, financial, healthcare, and communications.”

 

I would suggest we leave it the word XML in the purpose of the charter, however.

This is lot easier to read. My two cents: catalog is eye-catching word here, but not sure that “XML” delivers important message – all the OASIS WS specs are XML based...
