I think the context of "Communications" is the Communications Industry.
Guessing that would include Television stations, Newspaper/Magazine
publishers, Radio stations, etc.  
It may include companies that are decidedly not in the business of IT.

But the categorization of domains does become blurred.  How do you
categorize Visa or Mastercard?  Most would put them under "Financial",
but the closer reality is they are IT companies.

communication is non-IT domains or IT domains?

if communication includes twitter,e-mail,phone.etc,
it is IT domains ,isn't it.
