Great deal of discussion about whether to have supporting semantics in the Protocol for grouping.
The supporting semantics quickly becomes complex as you introduce branching, and may be more suitable wrapped inside a protocol, or handled via Syndrome composition.
Even so, the SAF TC felt that "any one may be applied" was still useful.

Latest proposal was to leave Spec unchanged (as currently supports a collection of Protocols), but crisp the description to make it clear that a choice is being made between alternative Protocols.
