[saml-dev] URL for the Baltimore trial web server certificate server

Here's the URL for our web server certificate trial offer:

As long as you can cut&paste a PKCS10 certificate request into our web page,
this should do the trick. I haven't gone through the process myself yet, so
I don't have details about which root certificate these chain back to.
