The Oblix Content site looks at the MemberLevel attribute instead of the SubjectName in the SSO assertion, so in my case the user identities do not need to exist on the Content site. It's a moot point however, because I'm using the same user directory for both the Portal and Content sites,  and joe, ravi, and alice need to be there for the Portal.
 
I would think there are at least some Content sites that do use the SubjectName and would require joe, ravi and alice to be in their user database. I think some of those sites will not accept assertions for other users.

Users Joe, Ravi and Alice are known for Origen Site (Portal) but Are they known by Destination Site ( Content-Provider )
 
In other words, Must the identity of users be known for both partners in Scenario Artifact??
