Bhavna,
According to the
spec, milliseconds are permitted, but anything finer than that should not be
relied upon. We do send milliseconds in our dateTime values, although
I'm pretty sure we'll tolerate clients that don't send them.
According to my logs
from the dry run, all east coast vendors set dateTime values with
milliseconds.

Folks,
Doing some internet testing I am noticing
that during the dry run probably we had not expected milliseconds to be there
in the time,
and all went smooth, but think folks on the east coast
are sending and expecting milliseconds in the time. So I get unparseable date
errors. Anybody else notice that ? what is expected ?
