Change draft for #326: graph arrays

I pushed a change draft for Issue #326, “Change run.graphs and result.graphs from objects to arrays”:

This draft differs from the eballot proposal, which was to remove graphs support entirely. After the ballot was sent, further discussions with Semmle concluded that they still wanted graphs support. However, “graphs” was the only collection in SARIF that was still represented as a dictionary rather than an array. So for consistency with the rest of SARIF, this change draft changes the representation of the graphs collections (there are two such collections, one on run and one on result) from dictionaries to arrays.
