Subject: Response to the Siemens Public Review Comments on the SCA AssemblySpecification (from Issue 152)

The SCA Assembly technical committee thanks Siemens for its comments on the SCA Assembly Model specification,
as contained in:
http://lists.oasis-open.org/archives/sca-assembly-comment/200906/msg00003.html

The Assembly technical committee took a decision at its Face-to-Face meeting in December 2009 to take no action
in response to the Siemens comments, with the result that the relevant parts of the specification are left unchanged.

The Assembly TC debated the points made by Siemens about the requirement for an SCA runtime to support the
Web services binding in addition to the SCA binding. The opinion of the TC is that the removal of the requirement
for the support of the Web services binding would have the effect of limiting the interoperability and portability of
SCA components and applications.  Since the SCA binding is not interoperable, on its own it provides no basis
for interoperability.  Without some other binding being required, there can be no guarantee of interoperability.

Portability will also be severely limited if there is no common interoperable binding provided by SCA runtimes - given
that systems built using a Service-Oriented Architecture are typically expected to be interoperable.  Having to
restructure applications in order to move them between runtimes is against some of the goals that SCA aims to
achieve.

As a result of these considerations, the Assembly TC was unwilling to remove the requirement for Web services
support.
