TA Review of SCA Assembly PR Draft

    I've reviewed the Test Assertions for SCA Assembly version 1.1 Public
Review Draft and compared them to the latest TA document,
"SCA_Assembly_Test_Assertions_15.doc" and found the issues listed below.

1) Inconsistent Order
Neither the TA's in the Test Assertion document nor in Appendix C of the SCA
Assembly Specification  1.1 PR Draft are in any consistent order.
