ASM-TA5026 Misses some circumstances

All,
    in the TA document rev 16 ASM-TA50026 does not cover all the required
circumstances.

ASM50021 on which it is based says:

	. A reference with multiplicity 0..n or 1..n MAY have one or more
target services defined.

The test assertion ONLY covers the situation with multiplicity = 1..n.

Proposal:
Prerequisite (a) should be rewritten as:

	a) @multiplicity is 0..n or 1..n


I suspect that there may be other 0..n cases that have been similarly
treated and these would need fixing also.
