Lines 655 thru 660 of V.100 state:
The following snippet shows the schema for the Java interface element.

<interface.java interface="NCName" … />

The interface.java element has the following attributes:

• interface – the fully qualified name of the Java interface

Is this intended to be a normative specification of the JAVA interface 
or is it intended to be a referential quote from the Java Implementation
