How about you put this forward as a standing rule motion at the next Assembly call. I think that it is far better to get problems with the wording sorted out before formal motions take place. Motions can be an abysmal and slow way of changing text. If there is a problem that folk have with the nature of the proposal, that is a different matter. In many committees, it has been allowed to have wordsmith to a proposed issue resolution before a motion to accept is made. This allows easier discussion of the wording changes without going thru a painful chain of ammendments. I suggest that motions should not be made until there has been discussion of the proposed resolution, and people have had a chance to voice all their concerns on the proposed text.
