Be careful what you volunteer for

I have a more radical suggestion for
the TC (and for the editors) regarding conformance statements:
- Each conformance statement should
be identified by a unique Tag or Label and should be formatted in such
a way that it clearly stands out on
the page.
My preference is for a two part number
tag like 3.10. Ideally the first number would relate to the major
section of
the spec containing the statement. The
second is simply a count.
- I'd favour marking the tagged conformance
statements with special formatting, such as follows:
My reasoning for this approach is that
we need to have a way to link conformance statements to elements of the
test suite. Without labelling,
this is very hard.

Does this infer someone needs to peruse each document and make a master
list of all “MUST”, “MUST NOT” etc... once the specifications are re-written?
I’ll volunteer for this if you want an owner.
