DESCRIPTION:
 
Section 12.2.2 of the WD 03 provides a pseudo-schema
for SCA contributions and implies that there are extension points for import
(line 3166) and export (line 3148) via substitution groups.  There
are no corresponding schema definitions in Appendix B nor discussion of
the extension points in Section 11.
 
PROPOSAL: limited at this time to suggestion
that section 11 should be moved after section 12 so the import and export
extension points are introduced before being discussed in detail.
