Updated Proposal for Artifact URIs

Folks,

The OpenCSA liaison committee has worked
to produce a new updated Artifact URI proposal,
in conjunction with OASIS staff.  The
proposal is attached to this email.  

We should consider adopting this proposal.
 It meets OASIS requirements and is acceptable
to the Liaison committee and so stands
a good chance of adoption by all the SCA TCs.
