[ISSUE 47] Interface element needs an operation child element - Proposal

Folks,

Given the removal of <operation/>
elements agreed by the SCA Policy TC, I suggest that it would be
somewhat perverse for the Assembly TC
to add them back in, as is suggested by Issue 47.

The function of adding Policy to both
operations and to parameters of operations is now provided by
the Policy External Attachment mechanism
(see resolution of [POLICY-15]).

I propose that Issue 47 is Closed with
No Action.
