Here is my proposal to fix the problems
with the normative statements identified in ASSEMBLY-107:

This is done as a Rev5 of the CD02 version
of the spec, which also contains a set of editorial changes
resulting from Vamsi's thorough review
of the spec (BUT NOT any normative changes from that...)/
