The text for 50023 and 50024 mentions the same conformance statements. I don't understand what that's trying to tell me. Is it saying that all of the rules in 50018-50021 can be checked at deployment time or at runtime? Or is there something more subtle being stated?

This is done as a Rev5 of the CD02 version of the spec, which also contains a set of editorial changes 
resulting from Vamsi's thorough review of the spec (BUT NOT any normative changes from that...)/
