The text for 50023 and 50024 mentions the same conformance statements.
I don't understand what that's trying to tell me.
Is it saying that all of the rules in 50018-50021 can be checked at deployment time or at runtime?
Or is there something more subtle being stated?

It is saying that "reference multiplicity errors" are defined in terms of a violation of one
or more of the statements 50018 - 50021, which contain the normative definitions of how
multiplicity must be treated.  I added this to clarify what each of 50023 and 50024
meant, but perhaps I'm wide of the mark here.

Can you suggest a better way of saying this?
