DST changes in the US on March 8

Folks,

In the best tradition of building on the work of others....

Thanks to Anish for remembering that daylight savings
time is beginning in the US on March 8, when the clocks are advanced forward
1 hour (in most places).

The AssemblyTC call is scheduled on US time - 7:30 to
9:00am Pacific on Tuesdays, so for participants in Europe, the call will
begin 1 hour earlier than usual for March 10, 17 and 24.
