SCA-J requesting modifications to namespace document

One minor correction:
The RDDL file (for the NS that is used by all SCA TCs and owned by SCA Assembly) is *not* in the zip file, but is located at [1].

This RDDL should be published at http://docs.oasis-open.org/ns/opencsa/sca/200903
(the only different between the current RDDL that is at that location and the one pointed to by [1] is the addition of pointers to the three XML schemas that are owned by the SCA-J TCs.

The SCA-J TC has approved two specifications for Public Review, the SCA Java Annotations and APIs Specification and the SCAJava Component Implementation Specification.

There are some special instructions for you:

1) The PR period is 60 days.

2) Both specs should enter and exit PR together.
