TARGET: SCA Assembly spec PRD/CD03
DESCRIPTION:
Section 8.5 describes the SCA binding, but there are no RFC2119 statements
in that section. Notably there's nothing that says the SCA binding MUST
be supported (though there are tests and test assertions that will require
it to be implemented). And further lines 2889-2894 seem to have some very
interesting facts that should probably be worded with RFC2119 as these
statements are covered by the TAs and TCs.
