compatibility requirement like we do in SCDL, this is just unnecessary redundancy.

The requires element can be used as a subelement of the WSDL portType and operation elements. The element contains one or
more intent names, as defined by the Policy Framework specification [SCA-POLICY]. Any service or reference that uses an interface

All issues against the spec have now been resolved.
...Does anybody think there are any changes needed before we can produce a CD04?
...I think we are close to voting a CD04, I would be surprised if the other TCs will produce anything that will cause a change
to Assembly at this point.

I propose creating a CD04 candidate that we can vote next week.
