NEW ISSUE: OASIS conformance tests depend on vendor-specific runtime jars by default

TARGET: SCA Assembly Conformance Tests

DESCRIPTION:

The OASIS conformance tests download Tuscany runtime implementation  
jars by default. This is done via transitive dependencies pulled in to  
compile the Tuscany RuntimeBridge. Besides the obvious issue of  
conformance test impartiality, some vendors may not be willing to use  
tests that expose their engineers to IP out of their control.

PROPOSAL:

Remove any vendor-specific runtime dependencies. It was mentioned that  
one reason for including the Tuscany dependencies was to provide an  
example implementation of RuntimeBridge. This can be done by having  
Tuscany publish an artifact and having OASIS documentation point to a  
public download location.
