[NEW ISSUE] Review Interface Compatibility logic to accomodate @Remotableattributein the SCDL

Description: 

After the introduction of @Remotable attribute in the SCDL, we can now
have ComponentService interfaces marked as remotable, but the actual ComponentType
interface will be introspected as local, thus the following interface compatibility
check should be relaxed (quoted from sca-assembly-1.1-spec-cd05.pdf):

2531        6.2.1 Compatible
Interfaces
2532        An interface A
is Compatible with a second interface B if and only if all of points 1
through 7 in the 2533        following list
apply:
2534        1. interfaces
A and B are either both remotable or else both local

Proposal: 

Relax or remove the first assertion to check interface compatibility.
