[ASSEMBLY-209] schema location errors in Test ASM_12003 - Proposal

Folks,

First, I have corrected the JIRA description
to refer to ASM_12003 (originally incorrectly referred to ASM_2003)

Second, here is the proposal to resolve
Issue 209:

Modify the xsi:schemaLocation attribute
of Service1b.wsdl to reference the non-existent file:

http://www.oasisopen.org/foobar/Service1z.xsd

This URL returns an HTTP 404 error when
it is referenced, as intended by the design of this testcase.
