Description: Concept Definition Needed for "Runtime" in Appendix B

Proposal: Create a brief definition for the term “Runtime” to be added to the SCA Concepts in Appendix B of the SCA-Assembly spec.  This would be a new subsection entitled “B.12 Runtime”.

Justification: The term “SCA Runtime” or “Runtime” for short is used repeatedly throughout the SCA Assembly Model Spec yet there is no formal definition for this concept as there is for say Component or Binding or Implementation, etc.
