One facet is the status of the need to pass the test suite for conformance

Bob i was trying to say that the conformance section is a different issue so we don't need to talk about it unless someone raises an issue
Johnson: I cannot justify making the test suite a conformance criteria
 
...the suite is useful for validation and remarkably so, but it may not be the best and only criteria
 
...I would like to understand the coverage of the test suites and would not like to raise the bar so high that we cannot ever compete the spec.
Mischkinsky:
I think we are conflating three independent issues. conformance, testing, and exit criteria
 
...Conformance claims are in the spec are are a product thing. does the product conform or not to the spec
 
...test suites are for testing the spec. If something is not testable then it ought to be closely examined
 
...exit criteria (Blame Jeff) I had the w3c model in my head when I wrote them
 
...if there are not at least two implementations, then a combination of either lack of interest ot lack of testing then occurs

The first statement is needed to encourage and legitimize the second statement
