Assembly 1.1 Spec - WD071 & WD072 - ready for review & vote....

Folks,

I've uploaded 2 new versions of the
Assembly 1,1 spec

- WD071 contains the updates from the
resolved issues 258, 260, 261, plus some editorial cleaning, change marked
- WD072 is a cleaned version of WD071
with all changes accepted

WD072 is ready for voting as the next
CSD and we can then put that for public review.
