Folks,

For these two normative statements -
ASM12002 & ASM12003 - note that the target of the statement is not
the SCA runtime.
The target is the content of a contribution.

The testcases cover the support by a
runtime for the presence of the META-INF directory and its contents, and
there is
nothing optional about those tests since
they relate to other mandatory statements.

As a result, we decided to leave these
two statements in place.

Another issue:
ASM12002 and ASM12003 are SHOULDs (didn't we get rid of SHOULDs?) and 
occur in both 'Appendix C.1 Mandatory Items' *and* 'Appendix C.2 
Non-Mandatory Items.'
