Target: In Assembly 1.1, CSD08:

Description: 

Lines 772-773: The @name attribute of a service element of a <component/>
MUST be unique amongst the service elements of that <component/>

Lines 846-847: The @name attribute of a service element of a <component/>
MUST be unique amongst the service elements of that <component/>

Proposal:
It appears that the 2nd (50007) should read:
"The @name attribute of a reference element of a <component/>
MUST be unique amongst the reference elements of that <component/>"

Commentary:
The above sounds familiar to me, as if we noticed this problem before,
and simply failed to fix it. A quick search of JIRA didn't uncover anything,
but perhaps someone else remembers something?
