Request from TC Admin relating to CSD09 package

Folks,

TC Admin had a chat with me about our
CSD09 package and said that they would like it to contain the XSDs that
we reference out of the spec.

As a result, I've created a new ZIP
of the XSDs and added them to the CSD09 bundle here:

Unfortunately, we will need to vote
this package through, even though nothing has changed in the XSDs for quite
a while...
