Completion of SCA V1.1 specification

Do not have 2 implementations for all SCA specs

Some TC's have raised new issues (e.g. SCA Policy)
...not sure if these are against 1.1 or 1.2

Question is if 1.1 cannot be finished is there any point in continuing with 1.2?
...There maybe implementations but have not coome forward
...Change charters to allow completion? (not favoured)
...Suspend work until implementations found?

Real question for Assembly is do we suspend/continue with 1.2?

Required to have >= 1 meeting per quarter or CAN be closed by TC Admin

Discretionary - warning issued first - only for inactive TC's

We seems to be stalled on 1.2 issues anyway

Policy Java, Binding TC's all effectively dormant anyway

Is it worth making an extra effort to get additional implementations?

Have asked more than once and not received responses
...requires a fair ammount of effort to prove conformance

If vendors are selling implemantations the lack of spec could cause issues with customers

No other 1.2 specs even being considered as yet
...even Tuscany doesn't have any 1.2 features
