No vote is necessary for something to be a working draft.  We would only
need to vote if we wanted to elevate it to Committee Draft, which
requires a "Full Majority Vote".

Am I mistaken in thinking we were going to consider whether to accept
the current editor's conversion to OASIS format as drafts?

That way, we can submit issues against the OASIS formatted document,
rather than referring back to the PDFs generated by the OSOA work.
