Subject: NEW ISSUE: The qualifiers of the SOAP intent (1_1 and 1_2) should bedefined to be mutually exclusive

DESCRIPTION:
Section 4.1 (Intents) describes the SOAP intent qualifiers as mutually exclusive (though not explicitly) but the definition of the intent (in the Policy spec) does not.

Form the binding ws spec (the key word is only):
335 - SOAP.1_1
336 Messages MUST be transmitted using only SOAP 1.1.
337 - SOAP.1_2
338 Messages MUST be transmitted using only SOAP 1.2.

PROPOSAL:
Change the definition of the SOAP intent to be mutually exclusive (text below is from the policy spec):
