If an intent of SOAP is specified on a service or reference, and
the binding specifies a WSDL port that uses SOAP 1.2 only, the
SCA runtime MUST use the specified WSDL port (according to my
proposed resolution for BINDINGS-23 which we reviewed last week
and I hope we will accept tomorrow).
I don't reach the same conclusion from the words in this proposal. The words in the proposal say:
the port MUST satisfy all the policy constraints of the SCA service [BWSxxxxx]
And there are similar words for references.
If the SOAP intent (with default qualifier 1_1) is present as a constraint on the service, and the WSDL port points to a SOAP 1.2 WSDL binding, then the port does NOT satisfy the policy constraints and you end up with an error.
