Eric,
You're correct that there wasn't a formal
AI recorded for this issue. According to the minutes, Dave Booz volunteered
to comminicate the TC's decision to the Policy TC, however that wasn't
recorded as an AI.
Dave did indeed communicate this to
the Policy TC, via issue http://www.osoa.org/jira/browse/POLICY-84, "SOAP
1_1 and 1_2 intents should be mutually exclusive", and resolved on
May 18th with the proposal from the bindings TC, plus some additional corresponding
spec wording changes (http://www.oasis-open.org/apps/org/workgroup/sca-policy/download.php/32748/SCA%20Policy%20minutes%202009-05-18.pdf)
I've added a comment to indicate the
issue was resolved as requested by policy TC in POLICY-84. However
I am unable to change the state from Resolved to anything other than Applied.
Are you able to close it?

Based on the minutes, I've updated JIRA to reflect all
of the resolved, applied and closed issues.
That now leaves us with:
- 1 new issues (#83 - Mike just raised)
- 1 open issue (#48)
- 79 closed issues (!)
- 1 deferred issue
- 1 resolved issue
This last one
is somewhat interesting.

Apparently we resolved this with a proposal to change the definition of
the intent. However, that would seem to be an action item to request
such a change from the policy TC, wouldn't it? I couldn't find such
an action item.
Can anyone enlighten me?
